PROBLEM TO BE SOLVED: To provide a mixing device for a soil improving machine and a self- propelled soil improving machine using the mixing device by which mixing property and working efficiency can be enhanced in accordance with the kind of quality of soil to be improved and a cutter can be exchanged in a short time even when fitting bolts are damaged. SOLUTION: This mixing device is provided with a frame body and a rotary cutter rotatably attached to the frame body to rotate a drive shaft on which a plurality of cutters are fitted to the outer peripheral part and cut and mix soil and a soil improving material fed in the frame body. A plurality of rows of cutter fitting parts 12A are radially provided at the outer periphery of the drive shaft 11 and these parts are provided at least at one position or at more positions to detachably fit cutters 20. Two or more cutters 20 are fitted to the same position of the cutter fitting parts 12A. The cutter edges are arranged while shifting mutual phases in the circumferential direction.
