PROBLEM TO BE SOLVED: To obtain a design steel plate suitable for a food cooking utensil or a heating cooking utensil capable of being inexpensively produced by using a continuous coating equipment for producing a precoated steel plate without being restricted by a surface coating ratio and excellent in heat resistance, heat-resistant non-adhesiveness, design effect and discrimination properties. SOLUTION: A heat-resistance non-adhesive design steel plate has a colored coating film based on a heat-resistant resin and a heat-resistant printing ink layer based on a mixture of a tetrafluoro-resin and a water soluble or water dispersible resin formed by a gravure offset printing method, a transparent coating film based on a heat-resistant resin and a transparent heat-resistant non-adhesive coating film based on a mixture of a heat-resistant resin and a tetrafluoro-resin are formed on the colored coating film. By providing the transparent coating film between the heat-resistant printing ink layer and the transparent heat-resistant non-adhesive layer, the surface coating ratio of the heat-resistant printing ink layer to the colored coating film is not restricted and the restriction from an aspect of the producing process in a continuous coating equipment for producing a precoated steel panel is also eliminated.
