PROBLEM TO BE SOLVED: To realize a small number of part items, simple structure, light weight, compactness, easy assembling, and moreover the reduction of slide abrasion in a spline joining portion. SOLUTION: This device is provided with: a casing 121 having large and small diameter tube parts 113 and 114, an inscribed engaging planetary gear mechanism 115 arranged in the tube part 113 of the casing 121, a tubular output member 181 inserted at its base end part into the tubular part 114 from the outside the casing 121, and having an output flange 180 joining a drum at another end part, an automatic aligning bearing 166 interposed between the inner periphery of the tube part 114 of the casing 121 and the outer periphery of the base end part of the member 181 to rotatably support the member 181, a speed reducing rotating shaft 124 connected at its base end part to a carrier 122 for taking out the speed reducing rotation output of the mechanism 115, and inserted at its tip part into the base end part of the member 181, and a crown-attached spline mechanism 170 provided between the inner periphery of the base end part of the member 181 and the outer periphery of the tip part of the shaft 123, to transmit the rotation of the shaft 123 to the member 181 while absorbing relative oscillation generated between the members 181 and the shaft 123.
