PROBLEM TO BE SOLVED: To surely detect CM included in television broadcasting. SOLUTION: A silent threshold deciding part 11 calculates a threshold to be used for the processing of a silent block detecting part 13 by using a voice multiple mode signal, a voice signal digitized by an A/D converting part 12, an AGC signal, or a signal inputted from a scene change detecting part 15, and supplies it to the silent block detecting part 13. The silent block detecting part 13 compares the level of the fixed block of the digitized voice signal inputted from the A/D converting part 12 with the threshold supplied from the silent threshed detecting part 11 for detecting silent blocks.
