PROBLEM TO BE SOLVED: To provide a video signal processor for converting a video signal converted from movie soft ware or the like at a double speed, and displaying it without making a viewer feel a sense of incompatibility when a video which generates the panning of a screen is not smoothly moving from a visual point of view. SOLUTION: A double speed conversion selector circuit 4 converts an interlace signal into a progressive signal, and outputs it. A control signal generating part 7 inputs an interpolating direction control signal from a 2 : 3 pull-down phase detecting part 1, and controls a buffer memory 6 so as not to write any signal from the double speed conversion selector circuit 4 in a field whose field odd number/even number is the same as that of the previous field among three fields obtained by resolving one frame of a movie film. The buffer memory 6 reads the signal by a clock obtained by 4/5 frequency-dividing a writing clock, and obtains an output video signal.
