PROBLEM TO BE SOLVED: To surely change only an item desired to be altered without causing erroneous program alteration and to prevent program data from being altered selfishly by a user by allocating a proper password to program data in each unit to be rewritten and inputting a required password from an operation switch. SOLUTION: When a radio power supply SW 7 is inputted with a PTT SW 5 and a receiver volume key 6 pressed down, a radio is made waiting for a password input. A password is inputted from a ten key 2 in this state, the inputted password is recognized by a central processor 3, and an item is selected in accordance with the password so as to select all elements of a program capable of altering the alteration items of program data written in a memory 4 or only a frequency. Data is inputted by the ten key 2 after shifting to a mode capable of altering the program data, and the program data written in the memory 4 is altered.
