PROBLEM TO BE SOLVED: To provide a thermal storage floor heater for improving executing quality without damaging a bag by easily executing. SOLUTION: The thermal storage floor heater comprises a thermal storage material 2, and an expandable and contractible bag 3 above the material 2 in a space A surrounded by floor joists 11 and a floor material 12 provided above the joists 11. Thus, heat transfer amount from the material 2 to the material 12 is controlled under the control of air supply of an air supply means for supplying the air to the bag 3. In this case, the bag 3 is formed in a flat plate state of a substantially square shape, and lengthy plate materials 4 are provided toward its outside along opposed side ends of the square. The bag 3 is arranged in the space A by fixing the materials 4 onto the upper surfaces of the joists 11.
