PROBLEM TO BE SOLVED: To decide an efficient data rearrangement timing based on a preliminarily estimated system load situation and/or the current load situation. SOLUTION: A load estimating means 2 supplies a load situation signal 21 corresponding to a preliminarily estimated system load situation and the current load situation to a controlling means 1. An operation set storing means 5 stores the operation setting of the whole system. When the means 1 decides that an operation condition satisfies the operation setting and that the signal 21 also meets a prescribed condition, it reads optimum rearrangement algorithm corresponding to arrangement information stored in a data arrangement information storing means 4 from a rearrangement algorithm storing means 3 and operates a data rearranging means 6 according to the rearrangement algorithm. The means 1 monitors a prescribed interruption condition (execution of such as data reading and writing from/to a storing means 7) in the middle of data rearrangement processing and finishes data rearrangement by the means 6 when the interruption condition is satisfied.
