PROBLEM TO BE SOLVED: To miniaturize a contact opening and closing device, and to prevent the melting of a card. SOLUTION: This contact opening and closing device is provided with a fixed terminal 9 provided with a fixed contact 9a, a movable spring 11 provided with a movable contact 11a to be moved close to the fixed contact 9a and to be separated therefrom while being supported at a longitudinal base end thereof, and a card 13 provided close to a tip of the movable spring 11 in the longitudinal direction in comparison with the movable contact 11a and for driving a driven part 11b so as to move the movable contact 11a close to the fixed contact or so as to separate it. In this case, the movable spring 11 is provided with a notch part 11c between the driven part 11b and the movable contact 11a.
