PROBLEM TO BE SOLVED: To reduce the number of times of manual setup operation by simultane ously setting up a control rod with an output level within a specific range so that it is lower than that of the reactor when one control rod has been set up. SOLUTION: An LPRM average computing unit 1A-2 of a subchannel 1A obtains a region LPRM average value according to local output (LPRM) value around a control rod 1 for outputting as the RBM level of the subchannel 1A by an amplifier 1A-3. An RBM level selector 1A-12 of a setup judgment means 1A-1 selects an RBM level that is detected and set up by a setup detector 1A-11 according to the RBM level of other selection control rods for outputting. When a personal RBM level is smaller than the selection RBM level and within a tolerance, a setup determination unit 1A-13 outputs a setup signal. When the personal RBM level exceeds a rejection level being calculated according to the flow rate of a reactor core by a rejection level computing unit 1A-4, a comparator 1A-5 outputs an extraction rejection signal.
