PROBLEM TO BE SOLVED: To surely complete processing within a prescribed time without degrading the sound of a digital audio signal to be coded by applying the number of already calculated quantization bits to the number of quantization bits for the next channel when time needed for the first channel exceeds predetermined time. SOLUTION: The calculation of masking threshold is performed from results obtained by performing FFT analysis of a 1st channel, and the number of bit allocations needed to quantize the sample of each subband of the 1st channel is calculated based on it (106). The time needed to calculate the number of 1st quantization bits is checked (110), and when the time exceeds preliminarily defined time (111), the number of quantization bits of the 1st channel is applied (112) without performing the calculations of masking threshold and the number of quantization bits about a 2nd channel.
