PROBLEM TO BE SOLVED: To easily measure the dielectric constant of a sample as a three- dimensional molded product or a liquid sample without being limited to a sheet- like sample. SOLUTION: Under the condition where the sample measuring surface of a dielectric resonator 20 is approached to a standard sample having a known dielectric constant with a fixed space D, the dielectric constant and thickness of the standard sample are properly changed, and the change of resonance frequency of the dielectric resonator 20 to the respective dielectric constant and thickness is measured to gain a calibration curve of the change of resonance frequency according to the dielectric constant and thickness. The change of resonance frequency is measured by the dielectric resonator 20 under the same constant condition where the calibration curve of a sample to be measured having a known thickness is gained, and the dielectric constant of the sample to be measured is determined from the measurement value and the calibration curve.
