PROBLEM TO BE SOLVED: To generate a proper count number and to improve the precision of rough seeking by reducing or removing the high-frequency noise component included in a signal corresponding to the number of tracks that an optical head has passed when the optical head is moved to a target position on a disk. SOLUTION: A tracking error signal is inputted to a count signal generating circuit 60b of a count signal generating device 60 and a high-pass filter 71 removes the low-frequency component included in the tracking error signal. Then a comparator 74 binarizes the tracking error signal outputted by the high-pass filter 71. The count signal outputted by the comparator 74 is supplied to a control means, which counts the pulses of the count signal. Thus, when the optical disk is moved to a target track (target address), the noise included in the tracking error signal is reduced or removed, so the tracking error signal can accurately and securely be binarized.
