PROBLEM TO BE SOLVED: To improve privacy when an information database corresponding to individual subscribers by one to one or one to multiple number is accessed. SOLUTION: When a first radio station calls the other radio station through a base station 104, the first radio station transfers data ciphered by using a password key obtained from the base station 104 to the base station 104. When the base station 104 receiving ciphered data signs and transfers them to the other radio stations, the respective radio stations execute decoding only when it is recognized to be matched with signed data which is previously received. Consequently, privacy is improved.
