PROBLEM TO BE SOLVED: To simplify the circuit configuration while providing a function of recording/reproducing each video signal outputted from a plurality of supervisory cameras onto one VTR. SOLUTION: A selector 20 sequentially selects each video signal outputted from supervisory cameras A-D according to a synchronizing signal T, and a selected video signal is outputted to a monitor 60 sequentially via an A/D decoder 30, a memory 40, and a D/A decoder 50. A memory control section 80 controls write/read to/from the memory 40. A video signal VS outputted from the selector 20 is outputted to a VTR 70 via a selector 90 and the video signal VS reproduced from the VTR 70 is outputted to the monitor 60 via the selector 90, the A/D decoder 30, the memory 40 and the D/A decoder 50 sequentially.
