PROBLEM TO BE SOLVED: To reduce impact sound caused at the time of suppressing the vibration of a rotary mechanism part and the like. SOLUTION: This device is provided with a case body 33 consisting of a case main body 31 and a cover member 32 which constitute a ring type inner space part 38 and are combined each other, a ball body 36 consisting of a magnetic material housed in the inner space part 38, a balancer magnet member 34 constituting an inner peripheral surface of the inner space part 38, a ring type outer peripheral surface member 35 constituting an outer peripheral surface of the inner space part 38, and a buffer member 37 inserted between the case body 33 and the outer peripheral surface member 35. The ball body 36 is moved toward the outer peripheral side at the time of vibration of a rotary mechanism part and the like, centroid adjustment is performed, and suppression operation of vibration is improved. The buffer member 37 suppresses impact at the time of impacting to the outer peripheral surface member 35 by the ball body 36.
