PROBLEM TO BE SOLVED: To correctly judge incomplete combustion of a combustor. SOLUTION: This device is equipped with a 0-point reference value storage means 32 which stores the output voltage of a CO concentration detection means 20 in a combustion-stop condition as a 0-point reference value for detection of CO concentration, a CO concentration computation means 33 which computes the CO concentration in exhaust, using the 0-point reference value and the output voltage of the CO concentration detection means 20, and an incomplete combustion stop means which stops the combustion operation of a combustor. In this case, the device is provided further with a 0-point reference value update means which performs a 0-point reference value update processing of detecting the output voltage of the CO concentration detection means 20 at specified intervals when the combustor is in a combustion-stop condition, and storing the detected output voltage in the 0-point reference value storage means 32, as a new 0-point reference value.
