PROBLEM TO BE SOLVED: To immediately obtain a collation result even when fingerprint data are simultaneously fetched in a system and also to execute collation even when the fingerprint database of a center device is damaged. SOLUTION: A communication control part 1A and the fingerprint database 1B are arranged in the center device 1. The fingerprint database 1 stores fingerprint data of a person permitted to operate the whole system. Each setting operator 2 is provided with a fingerprint data storage part 2B, a fingerprint data fetching part 2C and a fingerprint collating part 2D. The fingerprint data storage part 2B copies and preserves fingerprint data of the operation permitted person, which is assigned to itself from the fingerprint database 1B of the center device 1. The fingerprint data collating part 2D collates fingerprint data of the operation permitted person in the fingerprint data storage part 2B with fingerprint data from the fingerprint data fetching part 2C and permits equipment to be operated 3 to execute the operation.
