PROBLEM TO BE SOLVED: To eliminate the need for inputting a measured value, to decrease a design man-hour, and to improve design efficiency when document forms are designed by slightly modifying the same document by using measured values obtained by measuring an actual document or calculated values found according to the measured value as display control information for a document image and managing the display information separately from and independently of form information on the document. SOLUTION: In a storage device 2, document information files are stored while made to correspond to read document images. The document information file contains the measured values obtained by actually measuring actual documents or calculated values obtained on the basis of the measured values as display control information for a document image. When a document form is designed, a CPU 1 reads out a document image to be designed and a document information file made to correspond thereto and displays out the document image according to the contents of the document information file.
