PROBLEM TO BE SOLVED: To surely detect CM included in television broadcasting. SOLUTION: A CM candidate block detecting part divides scene change blocks as shown in (A), calculates the time of the blocks, and divides stereo blocks as shown in (B). Then, the CM candidate block detecting part judges CM candidate blocks from the scene change blocks and the stereo blocks. Next, the CM candidate block detecting part judges that the time of CM is 7 second units, or 14 second units, or 28 second units since the total time of the CM candidate blocks is 56 seconds, and the CM candidate block detecting part finally judges that the time of CM is the integral times of 14 seconds since the scene change is operated in the intervals of 14 seconds or 28 seconds.
