PROBLEM TO BE SOLVED: To realize good stability in the case of operation and high reliability by executing reduction of the number of components and simplification of the entire structure by selecting size of the major axis, the minor axis and the length in the tube axis of an elliptic waveguide so that phase difference between a phase of a fundamental mode polarized wave in the major axis direction for a polarized wave signal and a phase of a fundamental mode polarized wave in the minor axis direction shows a specified numerical value. SOLUTION: A frequency band of a linearly polarized wave signal for performing conversion from a linearly polarized wave into a circularly polarized wave is determined by the elliptic waveguide 1. Next, the length in the minor axis direction of the elliptic waveguide 1 is set from a relational equation among the cut-off wavelength of a polarized wave surface in the major axis direction, the length of the elliptic waveguide 1 in the major axis direction, the free space wavelength with the lowest frequency and the lowest frequency. The length of the elliptic waveguide 1 in the major axis direction is set from the relational equation of the length in the major and minor axes of the elliptic waveguide 1, the length in the tube axis of the elliptic waveguide 1 is set and the shape of the elliptic waveguide 1 to be calculated is obtained. The linearly polarized wave signal with used frequency wavelength is supplied to an input terminal 2 of the elliptic waveguide 1 and the signal is transmitted in the waveguide 1.
