PROBLEM TO BE SOLVED: To provide a channel quality evaluation system that can evaluate channel quality even during data transmission while keeping a data transmission efficiency. SOLUTION: A MODEM 50a applies Viterbi decoding to a convolution code, calculates a hamming distance 80 between a code stream given on a path of a trellis diagram corresponding to decoded data and a received code stream and gives the calculated distance to an arithmetic section 40a as a hamming distance. Then the arithmetic section 40a calculates a channel quality evaluation value on the basis of the hamming distance 80 and an AGC output voltage 60 outputted from a radio set 20 and outputs the value externally.
