PROBLEM TO BE SOLVED: To realize overall image quality adjustment only through one operation without independent operation of two of an image format and a frame rate. SOLUTION: A storage section 13 stores a coding bit rate applicable to each format and parameter conversion data deciding the coded frame rate in overall image quality adjustment for a coded video image. An image quality adjustment parameter is entered from parameter entry section 11, and the parameter conversion data in the storage section 13 are referenced by using the entered image quality adjustment parameter for a key to decide the coding frame rate and the image quality format and they are outputted to a video coding processing section 14.
