PROBLEM TO BE SOLVED: To increase the processing speed of a character recognition device. SOLUTION: When an input picture 11 is inputted, a histogram of this picture 11 is obtained by a histogram extraction part 21, and a rectangle circumscribed to a character is obtained by a primary rectangle detection part 22. If this rectangle is circumscribed to plural characters, it is discriminated by an integrated rectangle discrimination part 23. A primary rectangle generation part 24 obtains segmentation positions, by which the integrated rectangle should be forcibly divided, based on increase/reduction of the histogram of the integrated rectangle and verifies these positions to leave only effective segmentation positions. Thus, a character string is accurately separated, and unnecessary segmentation is suppressed. A secondary rectangle generation part 25 properly integrates rectangles set at effective segmentation positions, and a character recognition part 26 performs character recognition of the integrated result. An evaluation part 27 selects and outputs the combination of plural character recognition results.
