PROBLEM TO BE SOLVED: To gently change the moving average of a command or data by gently changing first moving average time to second moving average time different from first moving average time. SOLUTION: A buffer 11, a moving average output multiplication means 12, a buffer 21, a moving average output means 22 and an operation means 3 emitting a new command value output are installed. The buffers 11 and 12 take in commands or data till then by moving average time. The moving average output multiplication means 12 and 22 operate the moving average value of data in the respective buffers. When first moving average time is changed to second moving average time different from first moving average time, a difference between the filter output multiplication value of first moving average time and the filter output multiplication value of second moving average time is interpolated during filtering at the time of change such as deceleration. Thus, the moving average of the command of data can gently be changed.
