摘要 PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit having satisfactory operability with respect to a restrictive condition using voltages where voltages of positive and negative polarities are absolutely equal. SOLUTION: A switching part 40 makes a capacitor 60 to be charged with a positive high voltage VLCD and a reference voltage VM in the first state of timing signals CP1, CP2 and impresses the VM on the storage electrode of one side of the capactor 60 instead of the voltage VLCD in the third state of the timing signals. The storage electrode of other side is connected to a smoothing capactor connection terminal 401 and a third voltage VEO having a polarity opposite to that of the first voltage is formed on the electrode based on a second voltage. Since storage electrode terminals 402, 403 are made to be in high impedance states in the second state, the leakage of charged electric charge is not generated in a transition period from the charging operation to an output operation. The third voltage becomes a polarity opposite to that of the first voltage and the absolute value level of the third voltage is brought near that of the first voltage.
