PROBLEM TO BE SOLVED: To precisely detect the mechanical defect of a lip in the inspection of sealing performance for an elastic body-made rotating seal, and perform the automatic inspection. SOLUTION: In an inspecting device and inspecting method for a rotating seal 1 having a lip 1a formed of an elastic body, a fan-shaped jig 3 having a fastening margin larger than the diameter of the lip 1a of the rotating seal 1 is pressed to the lip 1a, and light is emitted from the deep side to judge the light leakage. According to this, the defective part of the lip 1a can be pulled and extended, so that the leaked light can be recognized to judge the quality.
