PROBLEM TO BE SOLVED: To recognize with high accuracy even the handwritten characters which are similar to each other in terms of their entire shapes by extracting the coordinate point of each written character, extracting the rotational direction characteristic of writing at the extracted coordinate point and recognizing the character with the coordinate point and the rotational direction characteristic defined as the feature elements. SOLUTION: The directional characteristic is extracted to decide a specific mesh area where a coordinate point having each of four directions (horizontal, vertical, right falling oblique and right rising oblique directions) exists for the standard of the handwriting data equivalent to a single character. In this example, the extraction result of the directional characteristic is shown for a written character F1001. The rotational feature shows a specific position where the writing direction curves right or left. If a curved part is detected, the curvature of the curved part is detected. The extraction result examples of the rotational characteristics are shown in F1006 and F1007. Then all feature value (F1002-F1007) set to the written character are successively collated with the feature value of every character contained in a character recognition dictionary to decide each degree of collation.
