PROBLEM TO BE SOLVED: To prevent the slipping-off of a casing pipe from generating at the time of suspending by mounting a fastening member on an upper end part outer surface of a resin made casing in a condition in which a projection part disposed on an inner surface of the dispersion type fastening member is fitted to a recessed part disposed on an upper end part outer surface of the resin made casing pipe. SOLUTION: In a lower casing pipe 1 in easing pipes 1, 2 made of hard vinyl chloride resin, annular recessed grooves 12 are disposed on an outer surface. A metal made two divided type fastening member 3 is provided with an abutting part and connecting parts 32 which are positioned on both sides of the abutting part, projections 311 are disposed on inner surfaces of the abutting part, and holes 322 are disposed on bath connecting parts 32. The projections 311 are fitted to the annular recessed grooves 12, both fastening members 3 are mounted on an outer surface of the casing pipe 1 from both sides, and both abutting parts which are opposed to each other are fastened by bolt and nuts 323. Both ends of a wire rope are locked with the holes 322, 322, the wire rope is suspended by a suspending device, and the casing pipe 1 is suspended safely.
