PROBLEM TO BE SOLVED: To perform data transfer that does not cause communication service deterioration due to interference potential by performing control so that 1st and 2nd communication timing can not be overlapped when a 1st frequency used by a 1st radio channel is the same as a 2nd frequency used by a 2nd radio channel. SOLUTION: Radio base stations a11, b12 and c13 are connected through a communication network 10 through cable lines or a radio channel. Mobile stations a17 and b18 perform communication with the radio base stations a11 and c13 corresponding to radio zones 14 and 16 where they are located. A frequency managing part 19 manages the current use situation of a frequency by the stations a11, b12 and c13 connected to the network 10. The stations a11, b12 and c13 refer to information in the part 19 that is stored by the part 19, store an octet number necessary to transmit data at an optional position in a band reservation data part in a frame and then, perform data transfer by using the position.
