SOLUTION: A capacity integration means for integrating the capacity of an assembly battery 2 adds a capacity being calculated when charging the assembly battery 2 and subtracts the calculated capacity when discharging the assembly battery 2 based on an operation result by a capacity operation means for calculating the charged capacity and discharged capacity of a capacity operation means for calculating the charged capacity and the discharged capacity of the assembly battery 2 by multiplying a charge current or a discharge current by a specific amount of time. Then, by integrating the charge current and discharge current at each specific time, the charged capacity and the discharged capacity are calculated. Then, the assembly battery 2 is forcibly charged or discharged so that the total with the charged/discharged capacity being integrated in the first specific period approaches 0 during a second specific period after the first specific period.
