PURPOSE: An apparatus and method for transmitting charging data using duplicated LANs and a method for collecting charging data are provided to collect charging data using an exchange information announcement protocol and a file information announce protocol. CONSTITUTION: A child collective process in a transmission device initializes all states to receive charging collective protocols from an extraction device. The transmission device first receives exchange information from the extraction device(401). The transmission device writes an exchange identification flag and sends an OK signal to request the extraction device to send the next protocol(402). If the extraction device sends charging file information, the transmission device writes a file name to receive, file size, a start block number, a final block number and the total number of blocks and transmits an OK signal to request the extraction device to send the next protocol(404). If the extraction device sends the file name, the transmission device generates the file(406). After generating a data port, the transmission attempts access to the extraction device using the generated port(407). If the transmission device succeeds in access, the transmission device starts to receive charging data(408). If no more data are received(411), the transmission device closes the file(409). After comparing previously received file size information with actually received size information(412), the transmission device sends a 'success' or 'fail' message to the extraction device(413).
