CONSTITUTION: An access authentication module (10) sends a request for access to an integrated authentication module (40). When the user requests additional service use, a service authentication module (30) requests an authentication for the rights of using. The integrated authentication module (40) allows the use of service after identification and records the start of using in the used amount recording module (50). When the user terminates the using, the service authentication module (30) informs the integrated authentication module (40) of the termination. The integrated authentication module (40) records the termination in the used amount recording module (50) and informs the service authentication module (30) of identification of the termination. An access authentication module (20) informs the integrated authentication module (40) of the termination.
