A controller for controlling a plurality of target devices connected by a network according to IEEE1394 includes a list of FCMs that are minimum units of control, a dispatcher for registering the starting addresses of FCMs, a list storing characteristics of target devices, a DCM for generating a desired set of FCMs from the list depending on required control, and an application for controlling a target device in accordance with the set. The target device is allowed to keep functioning if the application is altered. The resources are effectively utilized to improve the entire system efficiency, and ease of use is also provided.
