PURPOSE: A circuit for editing a real-time bit stream in a moving picture encoding apparatus is to enable a random position play without any eyesore by deleting an entire data or only header of B image and editing the B image within GOP structure. CONSTITUTION: A circuit for editing a real-time bit stream in a moving picture encoding apparatus comprises an arbitrary-position play-signal receiver(41), a GOP(Group of Pictures) header detector(43), a video data buffer(45), a B image editor(47) and a video encoder(49). The arbitrary-position play-signal receiver receives and stores an arbitrary-position play-signal inputted by a user. The GOP header detector detects a GOP header from an MPEG video data and generates a data input starting signal to the video data buffer. The B image editor detects B images between I image and P image, which are disposed at the beginning of every GOP, deletes only header data of the detected B images and supplies the edited MPEG video data to the video encoder.
