PURPOSE: A power control apparatus of mobile terminal using the status transition of power control instruction and the operation method are provided to get high quality of call by exactly maintaining a desired frame error rate, by checking the status transition of power control instruction and adjusting dynamically the power increment and decrement values, according to the result. CONSTITUTION: A status transition checking part(11) checks the status transition of the power control instruction received from the base station. A counting part(12) counts the times of continuous status transition generation, according to the status transition result. A parameter processing part(13) generates power increment and decrement value determination parameters to adjust the output power of a mobile terminal, according to the result of the counting part(12). A power adjusting part(14) adjusts dynamically the output power increment and decrement values of the mobile terminal, according to the power increment and decrement value determination parameters of the power adjusting part(14).
