PROBLEM TO BE SOLVED: To prevent heat of a heat source from radiation into air in a heat source having a face to warm up an object to be heated and a face opposite to the object by implanting hair on the face opposite to the object to be heated. SOLUTION: A plane hater 1 is a heat source in a state that an object is on an insulation layer 3 side and no object is on a hair implantation layer 5 side. An apparatus that uses this heat source, for instance, a floor heating apparatus, is structure such that a flooring material is layered on the insulation layer 3 side and an air layer or a reinforcement material is provided on the hair implantation layer 5 side. As the hair implantation layer 5 has an insulating effect, this structure minimizes radiation even when the air layer, the reinforcement material or something with high heat conductivity is used. Also, when this kind of plane heater is applied as a toilet seat heating apparatus, a hair implantation layer 10 is placed on the surface of an aluminum radiation plate 7 installed to the inside of a toilet seat surface layer 6. This prevents radiation into air layer 11 and can increase heat efficiency.
