PROBLEM TO BE SOLVED: To safely discharge gaseous hydrogen generated in the electrolysis of brine without retaining the generated gaseous hydrogen in the electrolytic cell and to prevent explosion of the gaseous hydrogen from being caused by supplying a diluent gas to an electrolytic cell for brine and discharging generated gaseous hydrogen from the electrolytic cell while diluting the gaseous hydrogen in the electrolytic cell with the diluent gas. SOLUTION: This process comprises: introducing dilute brine into an electrolytic cell 11; then subjecting the introduced brine to electrolysis to produce sodium hypochlorite and hydrogen in the electrolytic cell 11, wherein the produced hydrogen is formed into gaseous hydrogen bubbles in a sodium hypochlorite solution and moved to the upper part of the electrolytic cell 11 and, as a result, in the electrolytic cell 11, a gas holding section 11a located in the upper part and a liquid holding section 11b located in the lower part are formed; passing air introduced through a gas introduction pipe 21, through the gas holding section 11a to dilute the gaseous hydrogen with the air and to discharge the gaseous hydrogen together with the diluent air from the gas holding section 11a through a gas discharge pipe 22 to the outside; introducing the sodium hypochlorite solution in the liquid holding section 11b into an intermediate storage vessel 14 through a first liquid introduction pipe 13 to store the sodium hypochlorite solution in the intermediate storage vessel 14; and further, introducing the sodium hypochlorite solution in the intermediate storage vessel 14 into a storage vessel 18 through a second liquid introduction pipe 16 by using a transfer pump 17 to store the sodium hypochlorite solution in the storage vessel 18.
