PROBLEM TO BE SOLVED: To improve the workability of filling of silica aerogel particles by arranging a bag filled with silica aerogel particles between a pair of transparent plates. SOLUTION: Silica aerogel particles 2 are filled in a bag 3 transparent and excellent in weather resistance, and the opening part of the bag 3 is closed. The peripheral part of a transparent plate 1 is adhered to one side of a frame 11, and the bag 3 filled with the silica aerogel particles 2 is inserted into the frame 11 through the opening opposite to the side where the transparent plate 1 is adhered. Another transparent plate 1 is put over the opening side of the frame 11, and its peripheral part is adhered to the frame 11. Otherwise, the bag 3 filled with the silica aerogel particles 2 is pressurized into a panel form equal to the inside form and width dimension of the frame 11, and then put into the frame 11 so as to be held between the transparent plates 1. The bag 3 is provided with a vent hole 4 to improve the workability of filling of silica aerogel particles 2 and the other works. According to this, since the scattering of the silica aerogel particles 2 can be prevented, the efficient and uniform filling can be performed.
