PROBLEM TO BE SOLVED: To form stairs without deteriorating work environment in a short period by continuously connecting a tabular body, in which a top face is flattened and an arcuate base is tilted in the axial direction, to the bottom section of a large-bore pipe line inclined in the axial direction in the axial direction. SOLUTION: A stepped through-hole 13 is bored vertically to the top face of an approximately half-segmental shaped tabular body 1, in which top faces 11 are flattened and an arcuate base 12 is slanted in the axial direction. An anchor bolt 3 is buried into the stepped through-hole 13 of the tabular body 1 and fixed onto the bottom section of a large-bore pipe line 2 in the right half section of the large-bore pipe line 2. The surface of the stepped through-hole 13 is covered with an unsaturated polyester resin, and a plurality of the through- holes 13 are connected continuously in the axial direction. Consequently, the stairs are formed. A slab 4 is placed on a bottom section in the left from the tabular body 1 of the large-bore pipe line 2, and soil pipe-culvert 5 composed of an FRP pipe are laid in a recessed ditch 41 in the axial direction of the surface of the slab 4. Accordingly, the stairs can be formed without deteriorating work environment in a short period.
