PROBLEM TO BE SOLVED: To carry out a soil management and a manuring practice through an extremely easy, quick and accurate evaluation of a blight inhibiting activity of soil by covering an agar medium, on which a microorganism of measuring object is added, with a test soil mixed with sea sand, culturing the microorganism and determining the degree of growth of the microorganism. SOLUTION: A agar medium on which a microorganism of the measuring object of a fungus such as Rosellinia necatrix or an actinomyces such as Streptomyces ipomoeae or the like is added, and which preferably contains an indicator showing the degree of growth of the measuring object is covered with a soil to be tested mixed with sea sand. Subsequently, the microorganism is cultured, and the degree of growth of the microorganism is measured using the obtained cultured product to evaluate the blight inhibiting activity of soil. Further, the addition of the microorganism of the measuring object is preferably carried out by placing an agar piece of bacterial flora cultured on an agar culturing medium.
