PROBLEM TO BE SOLVED: To minimize the mounting height of a powder feed/discharge device mounted in a powder processing device or a powder container and keep high airtightness. SOLUTION: This powder feed/discharge device comprises a cylindrical container 1 having a bearing device 1A at the center of a vertically erected cylinder and formed into N equal sections 1C by a radial partition plate 1B between the cylinder and the bearing device 1A, an upper disc 2 freely rotationally borne by making contact with the upper end of the interior wall of the cylindrical container 1, the upper end of the partition plate 1B, and the upper end of the bearing device 1A and provided with (n) openings 2A around it, a lower disc 3 supported coaxially with respect to the upper disc 2 by making contact with the lower end of the interior wall of the cylindrical container 1, the lower end of the partition plate 1B, and the lower end of the bearing device 1A and provided with (n) openings 3A in positions directly opposite to the openings 2A of the upper disc 2 and a drive mechanism for rotating the upper disc 2 and the lower disc 3 at the same time. Airtightness is continuously maintained at all times on condition that N>=4n.
