PROBLEM TO BE SOLVED: To provide a packaging material which is free from any decomposition or generation of its components, capable of preventing generation of disagreeable odor, and sophisticated in sanitation by continuously winding, or intermittently winding in a specified irradiation time a long packaging material irradiated with the light with a specified wavelength under the accumulated irradiation energy not exceeding a specified value. SOLUTION: A xenon lamp 1 is used to obtain the light having the wavelength of 200 nm to 1100 nm. A surface of a packaging material 2 is irradiated with the light so that each irradiation is implemented in less than 0.002 second, and each accumulated irradiation energy is not more than 12.0 J/cm2. In order to efficiently sterilize the surface of the packaging material 2, the uniform and continuous irradiation is required, and thus, the sterilized packaging material 2 is wound by allowing both sides of the packaging material 2 to be irradiated with the light when the wound packaging material 2 is re-wound, or worked. The light irradiation passing speed of the packaging material 2 is arbitrarily set in a range where the accumulated irradiation energy does not exceed 12.0 J/cm2.
