PROBLEM TO BE SOLVED: To provide a garbage treating method and a device therefor by a low temp. carbonization treatment in which a matter to be treated containing a lot of hardly decomposable fibrous material high in carbon ratio (C/N ratio) and a garbage high in water content is subjected to the low temp. carbonization treatment in a short time such as 12-24 hr and also which hardly generates harmful material such as dioxins and the others. SOLUTION: Crushed garbage is heated and subjected to the low temp. carbonization treatment to temperatures between 100 deg.C and 250 deg.C while slowly stirring in the treating tank 1 provided with a heating medium jacket. At a post stage of the treating tank 1, a vapor sucking device 3 for forcedly sucking high temp. vapor generated at the treating tank 1 to conduct the vapor to the outside of the tank and to keep the tank under vacuum condition, a cooling absorption tank 4 to which the high temp. vapor conducted from the treating tank 1 is introduced and dust and gas incorporated in the vapor are absorbed to water by spraying cooling water and a burning deodorizing device 5 to which the waste gas from the cooling absorption tank 4 is introduced and odor components in the waste gas is burned and deodorized by a burner 52 and the waste gas is discharged, are provided.
