PROBLEM TO BE SOLVED: To obtain a soil conditioner capable of preventing water permeation, having excellent air permeability and drainage, useful for gardening, waste oil treatment by making the soil conditioner include peat-moss activated by dehydration. SOLUTION: This soil conditioner comprises a peat-moss activated by dehydration in which a wax is released from the interior of the pores of fiber, the surface of the fiber is coated with the wax, the fiber loses proper hydrophilicity, is made hydrophobic and is adversely provided with excellent oil absorption. The soil conditioner further comprises perlite and Cryptomeria japonica bark to improve defibration properties of peat-moss and can be automatically packed to improve productivity. The soil conditioner is provided with deodorizing properties by the Cryptomeria japonica bark and can prevent the offensive odor of waste oil. Preferably the soil conditioner is absorbed in waste oil and used is soil.
