PROBLEM TO BE SOLVED: To improve workability, to simplify forming of an operation guide hole, to reduce assembling work hours, to eliminate fear of stockout or the like, to reduce a cost and to reduce machining hours. SOLUTION: A side wall 3a of a housing 3 is formed with an insertion hole 38. A semi-assembly 32 is assembled outside the housing 3 from a change lever 1 and plural built-in components including a shift operating shaft 2; a pin shaft; a cam 15 of a reaction generation means 14 against tilting of the change lever 1; a cam 17 and a cylinder constituting a reaction generation means 16 against the shift operating shaft 2; and switches 34, 35 for detecting both turning of the shift operating shaft 2 and the tilting of the change lever 1. After the semi- assembly 32 is installed into the housing 3 through the insertion hole 38, the insertion hole 38 is covered with a detachable side cover 39. An upper cover is formed with a guide hole for guiding the change lever 1 by pressing.
