PROBLEM TO BE SOLVED: To improve the cooling performance of an on-vehicle cooling device by arranging a cooler setting space on the side surface parallel to vehicle traveling direction of a skirt for protecting equipment so that traveling wind flows in, and arranging a cooler in this cooler setting space. SOLUTION: A skirt 2 protects the equipment set under the floor of a vehicle. Namely, an on-vehicle electric apparatus 6, a cooler 7 for cooling a coolant getting the heat thereof, a header 8 constituting the cooler 7, an oil piping 9 for supplying oil from the on-vehicle electric apparatus 6 to the header 8 are set under the floor of the vehicle. In this case, the skirt 2 is bent and extended so as to form, on one side surface extending in parallel to the vehicle traveling direction of the skirt 2, a cooler setting space 11 opened to the outside of the side surface and dent to the inside of the side surface for setting the cooler 7 therein. Wind guide slopes 10 are formed on the skirt 2 part on the vehicle traveling directional longitudinal sides of the cooler 7 so that the traveling wind generated according to the forward and backward advancing of the vehicle flows into the cooler 7.
