PROBLEM TO BE SOLVED: To provide an environmentally symbiotic gently inclined stairs block gentle to an environment and a method for forming a gently inclined revetment using it by adding wave permeability and absorptivity to a conventional gently inclined stairs block, and forming a structure by adding further a water quality purifying function. SOLUTION: A water permeable concrete plate 9 is integrally installed in a surface part of a gently inclined concrete block 8. lateral holes 10 are arranged so as to reach a lower part of the front concrete plate 9 of the concrete block 8, vertical holes 11 are arranged so as to pass through to the lower side of the concrete block 8 from the under surface of the concrete plate 9, and a fibrous body is filled in the vertical holes 11.
