PROBLEM TO BE SOLVED: To enable upward operation of a boom after scooping operation of an arm smoothly without a trouble by upwardly operating the boom increased in speed to a set speed gradually while allowing the arm to discharge earth under the state that a backet is in a stopped condition after it reaches a traction surface. SOLUTION: When a backet 6 is to enter an operation part side over a traction surface Al separated by a specified distance forward from outer frames 16, 17 covering an operation part 15 based on detection results of position sensors 36-38 which detects the position of a backet 6 of a backhoe device 3, actuators 11, 12 for operating the device 3 are stopped for preventing the traction thereof. Then upward movement of a boom 4 of the device 3 is directed under the state that the backet 6 is stopped at the traction surface Al, the actuators 11, 12 are operated so that an arm 5 of the device 3 is operated to discharge earth and the boom 4 is moved upward being increased in speed gradually to a set speed.
