PROBLEM TO BE SOLVED: To strongly form skid-proof rows by tightly applying a skid-proof resin composition, directly or via a lining base cloth, on the backside of a matting to be used by placing on a floor, leaving the resin-uncovered cloth surface between rows. SOLUTION: A doctor is constructed with a bottom board 12, which comes into face contact with a cloth 11 spread and transported, and a front board 13 continuously rising from the bottom board 12 vertically against the cloth 11. Plural lines of groove holes 14 are formed on the bottom board 12 and the front board 13, continued between them, with a specified pitch in the width direction of the cloth 11 transported in face contact with the bottom board 12. A groove hole 14 formed on the bottom board 12 is let a long groove hole 15 parallel to the transporting direction of the cloth 11 which is transported in face contact with the bottom board 12. A resin composition passes through the spaces of the long groove holes 15 of the bottom board 12, touches the cloth 11 for a constant time corresponding to the length of the long groove hole 15, a part of the resin soaks into the cloth 11 during this time, and the resin is scraped at the upper ends of the vertical groove holes 30. Thus, the resin prepared even in high thickness tightly sticks on the cloth 11 and can form hardly separable rows 31.
